ABOUT MTC
The Metropolitan Transportation Commission (MTC) as created by the California Legislature in 1970. The federal government, state Legislature and Bay Area voters have assigned MTC a wide-ranging portfolio of duties. For starters, MTC is the metropolitan planning organization for the nine-county San Francisco Bay Area. MTC is also the regional transportation planning agency for the Bay Area. MTC directly distributes more than $700 million a year to local public transit agencies and other recipients, and prioritizes requests from local agencies for millions more in scarce state and federal funds. Acting as the Bay Area Toll Authority, (BATA) MTC collects in excess of $600 million a year in bridge tolls, and allocates these funds for the operation and upkeep of the region's seven state-owned toll bridges. We plan, invest and coordinate to keep the Bay Area mobile, sustainable and prosperous. At the same time as addressing the needs of a growing population, we are committed to preserving the diverse communities and natural beauty that make the Bay Area a desirable place to live and work. Acting as the Bay Area Infrastructure Financing Authority (BAIFA), MTC also oversees the financing, planning and operation of MTC Express Lanes and related transportation projects.

ABOUT THE TEAM
MTC's Capital Delivery, Asset Management, Roadside Tolling (CART) Section is tasked with planning, capital project delivery, operations, administration and management for the following programs:

BATA Toll Bridge Rehabilitation Projects: BATA is responsible for programming, administering and allocating revenue generated by the tolls on the California Department of Transportation (Caltrans) seven state-owned Bay Area toll bridges. BATA is also responsible for the future implementation of Open Road Tolling on the seven bridges. BATA and Caltrans are jointly responsible for the maintenance and upkeep of assets on the toll bridges and related facilities.

Express Lanes Projects: MTC operates a network of high-occupancy toll lanes in Alameda, Contra Costa, and Solano counties that allow solo motorists to bypass congestion for a fee while carpools, buses and clean air vehicles use the lanes at a discounted fee or free of charge. BATA and Caltrans are jointly responsible for the maintenance and upkeep of the express lanes and related facilities.

MTC Operational Improvement Projects which actively construct, operate and maintain highway, arterial, and transit elements along the corridor with a focus on person throughput, congestion management and safety.

The individual in this position will support the Principal Program Coordinator with the maintenance and management of MTC and BATA physical assets, with a strong focus on infrastructure and equipment that support tolling related civil infrastructure (such as communications, power, HVAC, poles, lighting) for the Bay Area's Toll Bridges and Express Lanes. The work involved will be technical in nature and will also require significant coordination and collaboration with Caltrans and internal and external stakeholders.

Under the general supervision of the Principal Program Coordinator, the specific assignments and responsibilities include, but are not limited to, the following:

Assist with the maintenance, operations and asset management phases of projects related to Toll Bridge Rehabilitation, Express Lanes, and Open Road Tolling.
Assist the Principal in development of asset management plans to inform on maintaining infrastructure in a state of good repair at minimum practicable cost.
Oversee and provide technical direction to consultants preparing deliverables required for maintenance and project delivery. Provide appropriate level of direction and review of delivered products. Ensure compliance with project schedules and budgets.
Provide oversight of design and construction management contracts for highway and related construction projects to monitor progress, troubleshoot issues during project delivery, and ensure completion within scope, cost, schedule, and budgeted resources.
Manage projects, contracts, and related budgets in planning, design, construction, operation, and/or maintenance phases of highway and related projects to ensure accuracy and conformance to contracts. Possess ability to set objectives and goals; scope of length and difficulty of projects; break down work into process steps; develop schedules and task assignments; anticipate risk, adjust for unforeseen problems and measure performance against goals and evaluate results.
Assist in the completion of contract procurements for engineering, construction management, and operations and maintenance contracts.
Assist in risk management assessments/project controls.
Interface with mid-to-senior level management, contractors, consultants, legal counsel, vendors and other agencies.
Communicate frequently with Caltrans staff and preside over regular meetings with Caltrans staff.
Communicate project status with cross functional teams and agency management and make presentations to management and Committees.
Use independent judgement and leadership to resolve project issues.
Perform other job-related tasks and duties as needed or assigned.

This position may require the incumbent to be available during non-business hours and serve as the agency's on-call construction/maintenance representative as needed.

KNOWLEDGE, SKILLS, AND ABILITIES

The ideal candidate will have the following knowledge, skills, and abilities:

Utilize presentation skills.
Ability to lead and attend meetings, at times in the field and at project sites.
Understand and practice standard safety principles, especially when working in the field and follow all regulatory and MTC policies and processes.

MINIMUM QUALIFICATIONS
An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:

Education: A Bachelor's degree in an appropriate field related to the area of assignment, such as transportation planning, project management, public finance, transportation or civil engineering, economics, business or public administration. A Master's degree is desirable. Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.

Experience: Two years of increasingly responsible experience in an appropriate field related to the area of assignment.

PREFERRED QUALIFICATIONS

Experience: Minimum of two (2) years of current, progressive and verifiable professional experience in an appropriate field related to the area of assignment.

Two years of graduate work in a discipline directly related to the position may be substituted for one year of job experience. A professional engineering license and additional years of relevant project delivery, tolls/transportation operations, construction, maintenance and/or project management experience are highly desirable.

License/Certificate:
Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.
