The Marin County Department of Finance
 is responsible for the powers and duties of the offices of the auditor, controller, tax collector, treasurer, and public administrator. We serve as a collaborative partner and fiscal advisor to the County government in their consideration of fiscal decisions and planning. ABOUT THE POSITION

There is currently one (1) full-time Business/ERP Systems Analyst in the Department of Finance.

The Business/ERP Systems Analyst will play a crucial role in maintaining and optimizing our County's Tyler Munis HCM and payroll system modules. This position demands a seasoned analyst with deep expertise in payroll laws and public-sector pension reporting, tasked with providing robust production support and system stabilization. Responsibilities include customizing, configuring, and enhancing the ERP application to meet evolving countywide business needs and ensure seamless integration. The analyst will be responsible for troubleshooting complex issues, coordinating system changes, and maintaining data integrity through rigorous testing and validation. This role also involves developing comprehensive reports and queries, creating user documentation and training materials, and providing essential end-user support. Furthermore, the analyst will analyze operational business needs, recommend and implement process improvements, and ensure compliance with all applicable regulations. A significant portion of the work will involve analyzing, auditing, and balancing payroll data, resolving discrepancies, and conducting statistical and analytical studies to drive informed decision-making.

The Department of Finance has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

QUALIFICATIONS
Knowledge of:
  • Principles, business processes, and practices related to the assigned area.
  • Business systems and/or functional experience in program area of assigned work.
  • Procedures and practices for testing business functions within ERP systems and applications.
  • Application software including project management, presentation, spreadsheet, and word processing applications.

Ability to:

  • Lead discussion with managers and end users to define and document business requirements.
  • Develop and document clear and detailed business and technical processes, functions and procedures.
  • Coordinate with end users and technology staff to implement new releases of software, new functionality and system patches.
  • Develop an understanding of departmental business processes and technology requirements.
  • Effectively analyze, troubleshoot, problem solve complex processes.
  • Design, configure, and implement complex systems.
  • Adapt to changing priorities and work demands.
  • Read and interpret a variety of technical manuals and instructions designed for automated applications.
  • Communicate effectively, including writing clear, concise and detailed instructions, procedures and reports.
  • Conduct effective training sessions.
  • Establish and maintain effective working relationships with persons contacted in the performance of duties.

MINIMUM QUALIFICATIONS 

Any combination of education and experience that would provide the knowledge and abilities listed. Typically, equivalent to a Bachelor of Arts degree in business administration, computer science, accounting, finance, human resources, payroll, purchasing or a field related to the work and two years of responsible journey level experience in a position that would provide knowledge of ERP systems or related functional business programs, processes and/or operations, including experience in the planning, implementation, oversight and/or utilization of automated information systems and applications used to support departmental activities.
 
Additional professional experience in analyzing business processes and information systems may substitute for the required education on a year-for-year basis.
