Marin County Parks manages 40 public parks and pathways, and 18,500 acres of open space. These public lands, which include McNears Beach, Paradise Beach, Roy's Redwoods, Bolinas Lagoon, Mount Burdell, and Ring Mountain, reflect the rich variety of ecosystems in coastal northern California.

Under general direction, this position provides senior leadership to subordinate managers and supervisors with responsibility for operations of several parks, landscapes and open space preserves consolidated by geographic region or facility type. Principal responsibilities are park operations, visitor services, and maintaining infrastructure and equipment. Plans, develops and achieves published operational goals and standards by coordinating and overseeing the operations of assigned parks, facilities, and programs. Performs representational duties internally and externally with staff, other county departments, outside agencies, contractors, boards and commissions, special interest groups and the general public. Also serves as a key member of the department's senior leadership team with significant involvement in overall strategic planning, budget development and management. This position may include special assignments like the management of the department's Integrated Pest Management program, volunteer program, permitting, road and trail management, or other duties as assigned.

Our Highly Qualified Candidate: The ideal candidate for this position will have personal and professional integrity, be highly organized, possess excellent communication and interpersonal skills, approach their work enthusiastically, and demonstrate a strong commitment to customer service. He or she is also a capable leader and manager of staff, a project manager, and aware of the many environmental, political, economic, and social variables that affect park and natural resource operations and management. The ideal candidate will have budget experience and a depth of supervisory and leadership experience, including team building, coaching, employee development, and discipline. Well-developed verbal and written communication skills and the ability to work cooperatively with divergent groups is ideal.

The ideal candidate has a general understanding of routine parks and facilities maintenance. Knowledge of park design, blueprint reading, contract administration, general budget development experience, and labor relations principles is ideal. The ideal candidate serves as a department representative with staff, external organizations, and the public. The ideal candidate will have knowledge of natural resources management procedures, regulations, laws, theories, practices, and principles and application of same at a professional level. Proven supervision and management skills, the ability to write and communicate effectively and to maintain positive working relations with a diverse workforce are ideal. Lastly, the ideal candidate will be a strong collaborator and be able to develop and foster strong relationships both internal to the department but also across the County organization to ensure alignment of countywide priorities.

• General principles of park and open space administration.
• Personnel administration, including supervision, training, and evaluation of staff.
• Financial administration, including budgeting, contracting, and purchasing.
• Parks and/or open space maintenance principles and practices.
• Park and/or open space rules enforcement and interpretation.
• Methods, materials, and equipment used in the development, maintenance, and management of parks, landscaping, and open space lands, including relevant safety requirements.
• Working knowledge of State and Federal Safety Regulations, including pesticide usage, waste removal, and OSHA regulations.
• Working knowledge of park planning theory, contract administration, project management, and public process and relations.
• Wildland fire science and general firefighting and fire hazard reduction techniques.
• Best management practices for maintaining open space road and trail systems. 
• County radio communications systems.

Ability to:

• Develop and evaluate park and open space management programs.
• Determine work priorities and coordinate personnel, materials, and equipment.
• Communicate effectively verbally and in writing with employees, other agencies, consultants, contractors, and the public.
• Read, understand, and interpret technical and legal documents, maps, technical drawings and plans, and other material related to park and open space management, facilities, and structures.
• Develop and produce public bid contract documents and carry out bidding procedures.
• Develop and manage staff safety training and ensure safety procedures are followed.
• Manage and develop program and project budgets.
• Prepare written reports.
• Read and interpret maps, plans, and construction drawings.
• Effectively facilitate meetings and speak publicly to large groups.
• Manage multiple complex projects through staff, contractors, and partner agencies.
• Safely operate 4-wheel drive vehicles on rough terrain in any weather.
• Consistently exercise good judgment.

MINIMUM QUALIFICATIONS 

Any combination of education and experience that would provide the knowledge and skills listed below. Typically, equivalent to a Bachelor's degree plus four years of increasingly responsible experience in parks, open space and/or landscape maintenance and operation. Two years of the experience must have been at a supervisory level.

Certificates and Licenses

Possession of a California State Pest Control Advisor's License is highly desirable.
